GST on Packers and Movers in India (2026): Rates, Invoice & Reimbursement

⚡ TL;DR — quick answer

Full-service packers and movers charge 18% GST in 2026 (packing + transport + labour under one bill). Transport-only can be 5%, but without input tax credit. You can only claim ITC on a business/office move, never a personal one — and only with a valid tax invoice showing the mover’s GSTIN, HSN code and an 18% line. For employer reimbursement, get that invoice in the company’s name.

Whether you’re relocating your home or your company is paying for a job transfer, one line on the bill causes more confusion than any other: GST. Is it 5% or 18%? Can it be “waived” for cash? Can you claim it back? The short answer is that for a normal, full-service move the rate is 18%, it cannot legitimately be waived, and whether you can recover it depends entirely on whether the move is personal or for a business. This guide clears all of that up and shows you exactly what a compliant invoice must contain.

Is GST on packers and movers 5% or 18%?

It depends on what you actually book, not on who you book it from. When a mover provides a bundle of services — packing, loading, transport, unloading and unpacking under a single contract — the law treats it as one composite supply, and the rate is 18%. If you hire pure transport with no packing or labour, that can fall to 5%, but with a catch: at 5% the mover cannot claim input tax credit, so those savings usually get absorbed rather than passed on to you.

Because almost every household and office relocation is full-service, 18% is the figure you’ll see on any legitimate invoice, filed under HSN codes 9965 and 9967 for goods transport and support services.

What a valid GST invoice must show

A bill isn’t a tax invoice just because it has a total and a stamp. Before you pay, check that it contains every one of the items below — without them, the invoice won’t be accepted for reimbursement or input tax credit, and it may not be a genuine GST document at all.

✓
Checklist. A valid invoice shows the mover’s legal name + 15-digit GSTIN, a unique invoice number and date, the HSN/SAC code (9965/9967), a clear taxable value, a separate CGST+SGST (or IGST) line at 18%, and your name — or your company’s name and GSTIN if the employer is claiming it.

Can you claim the GST back?

This is where most people get it wrong, and the answer is simpler than it seems: it comes down to whether the move is personal or for a business. A family shifting homes is consuming the service personally, so there’s no input tax credit — the 18% is just part of the cost. A registered business moving its office or assets is a different case entirely.

Personal move
  • No input tax credit
  • 18% is a sunk cost
  • Invoice still worth keeping
Business / office move
  • ITC available on 18% invoice
  • Offsets other GST liability
  • Needs company GSTIN on the bill

If you’re a business, the credit is subject to the usual conditions, so confirm eligibility with your accountant. This is general information, not tax advice.

Employer relocation reimbursement — how to get it right

If your company is footing the bill for a transfer, the invoice is the thing that makes or breaks your claim. Companies reimburse against a proper GST tax invoice, not a quotation or a cash receipt, so a little care up front saves a rejected claim later.

  • Ask the mover to bill in the company’s name with the company GSTIN if HR needs it for ITC.
  • Keep the tax invoice, not the estimate you were sent while comparing quotes.
  • Match the invoice to your relocation policy cap before booking so nothing is disallowed afterward.

Red flags to avoid

!
Watch out. If a mover offers to “waive GST” for cash, walk away — 18% cannot be removed from a legitimate invoice, and you’ll be left with no valid tax document. The same goes for any bill with no GSTIN or HSN code, or a “quotation” handed over as if it were a tax invoice.

You can verify any mover’s registration in seconds by entering their GSTIN at gst.gov.in. A business that can’t produce a valid number is not one you want handling your move.

Frequently asked questions

What is the GST rate on packers and movers in 2026?

For a full-service move (packing, loading, transport, unloading) GST is 18%. Transport-only services can be 5% but without input tax credit.

Can GST on packers and movers be waived?

No. 18% GST is mandatory on every legitimate full-service invoice. An offer to remove GST for cash means you won’t get a valid tax invoice.

Can I claim GST back on my house move?

Not for a personal household move — it’s for personal use, so input tax credit isn’t available. Businesses moving office or assets can claim ITC on an 18% invoice.

What invoice do I need for employer reimbursement?

A proper GST tax invoice showing the mover’s GSTIN, HSN code, invoice number and an 18% tax line — ideally billed to your company’s name and GSTIN if HR requires it.

What are the HSN codes for packers and movers?

Relocation services fall under HSN 9965 (goods transport) and 9967 (transport support services). A valid invoice should reference one of these.

GTA vs full-service movers: all three GST options side by side

Beyond the simple “5% or 18%” split above, a pure Goods Transport Agency (GTA) — a business that only supplies the truck and driver, with no packing or loading labour — actually has three possible GST treatments under current rules. Which one applies changes whether input tax credit is available:

OptionGST rateInput tax creditWho pays the GST
GTA, default (reverse charge)5%Not availableRegistered business recipient, under RCM
GTA, forward charge (opted in)12%Available to the paying businessThe GTA itself
Full-service composite (pack+load+transport+unload)18%Available (business moves)The mover

A bare GTA booking (no packing, just the truck) defaults to 5% with no credit unless the transporter has specifically opted into forward charge at 12%. The moment packing, loading or unpacking labour is added — which is how almost every household and office relocation is actually sold — the service is treated as a composite supply under SAC 9967 and taxed at 18%, with ITC available to a registered business. This three-way structure is set out under CBIC Notification No. 11/2017-Central Tax (Rate) (as amended by later rate notifications), which governs how goods transport agency services are taxed.

How to verify your mover’s GST invoice in under a minute

  1. Check the GSTIN format. A valid GSTIN is a 15-character code — the first two digits are the state code (27 for Maharashtra, 36 for Telangana, 29 for Karnataka, 07 for Delhi, and so on). If the mover’s invoice shows fewer or more characters, treat it as invalid.
  2. Cross-check it on the GST portal. Enter the GSTIN at gst.gov.in under “Search Taxpayer” — it should return an active registration with a business name that matches the one on your invoice.
  3. Confirm the tax line adds up. The taxable value plus CGST+SGST (or IGST) at the stated rate should equal the total payable. If the invoice shows only a lump total with no separate tax line, it is not a compliant GST invoice.
✓
Why this matters. A GSTIN that doesn’t resolve on the government portal, or a total that doesn’t reconcile against the stated rate, means the “GST” on your bill isn’t a real tax invoice — which blocks both ITC for a business move and any employer reimbursement claim.
